The Underground Harbor is a Cold War-dated outpost located deep in the Earth. It was built by the Ministry of Defense in case of a nuclear war which decimated the surface. The harbor is self-sufficient, running on geothermal and hydroelectric power. It has an armory, barracks, and various vessels. Will and Dr. Burrows discovered the harbor in Freefall and use it as a base in Closer.

The Underground Harbor is made up of several features. At its deepest point, there are many blast-resistant buildings with thick doors. There is a gasoline and a diesel tank in the far corner of the cavern.
